Implementing the ALAKE Policy, Deputy Commissioner Receives Award at the 5th EFT Conference

RRINEWSS.COM-  DUMAI– – Mayor of Dumai H Paisal directly received a certificate of appreciation from the Civil Society Coalition for Environmental Protection Funding (KMS-PPL) while attending the Ecological Fiscal Transfer (EFT) Workshop which was held at the Luminor Hotel, Jakarta, Wednesday (24/7 /2024).

The Award Charter as a Regional Government with Special Awards in the Implementation of EFT was handed over directly by the Director of Pinus Indonesia, Rabin Ibnu Zainal in one of a series of events at the 5th National Ecological Fiscal Transfer (EFT) Conference in 2024 with the big theme “Strengthening the Contribution of Civil Society in Green Funding Policy Reform in Indonesia”.

This national activity was organized by KMS-PPL supported by the Ford Foundation and The Asia Foundation in collaboration with the Ministry of Home Affairs through the Directorate General of Regional Development and the Directorate General of Regional Finance.

Not only did he receive the award, Dumai’s number one person was also one of the speakers at the EFT Workshop, with the topic of the talk

“Development of the Adoption of the EFT Model in Regional Policy in Indonesia”.

The Mayor of Dumai H Paisal expressed his gratitude to the Directorate General of Regional Development of the Ministry of Home Affairs and Indonesian Pines for giving him the opportunity to be a speaker or resource person at the EFT Workshop.

“We feel very proud, Dumai City can be an example in implementing EFT,” he said.

He expressed his gratitude to KMP-PPL for the award given as a regional government with special awards in implementing Ecological Fiscal Transfer.
According to him, this award is an encouragement for the Dumai City Government to continue to innovate in every policy which is of course in line with the center. As a resource person, H Paisal delivered material regarding the implementation of Dumai City’s Ecology-Based Subdistrict Budget Allocation (ALAKE) policy, which aims to realize Dumai as a Dream and Green City.

“The Alake policy is part of the Subdistrict Fund (Dakel) provided by the Dumai City Government based on an assessment of the environmental/ecological performance of each subdistrict regarding environmental management, subdistrict governance and social welfare,” he added.

He added that the 2021-2026 RPJMD’s third mission is to create quality and environmentally sound infrastructure and space for the city of Dumai, aimed at improving the quality of the environment and disaster resilience.

H Paisal explained further, for the performance-based sub-district fund allocation scheme, the sub-district fund ceiling is 50 percent of the basic allocation, and 20 percent of the formula allocation and 30 percent of the performance allocation.

The sub-district performance index is divided into environmental aspects of the sub-district with a weight of 60 percent and aspects of governance and social welfare with a weight of 40 percent.

“Thank God, the 36 sub-districts in the city of Dumai have really implemented the Alake policy. God willing, we from the Dumai Municipal Government are committed to realizing Dumai, the Dream and Green City,” he concluded. The conference will be held in Jakarta from 24 to 26 July 2024.***(ant)
